David Anderson, Project Coordinator

As Project Coordinator, David manages the day to day operations of the New Hampshire Coastal Protection Partnership. On any given day, he may be found overseeing the construction of a new demonstration rain garden, providing “Make your rain barrel” lessons at a local farmers market, or writing grants to support our organization’s ongoing work to protect the natural resources of the Granite State’s coastal watershed. David holds an MA in Political Science from the University of New Hampshire, where he studied, among other things, environmental policy and law and nonprofit management.

Derek Durbin, Chairman

Derek Durbin graduated from Vermont Law School with a Juris Doctor and Master’s of Studies in environmental law in 2005 and is now a Managing Member of Durbin Law Offices, PLLC, located in downtown Portsmouth, NH. Following his graduation from law school, Derek worked in San Juan, Puerto Rico where he co-counseled large business organizations on environmental compliance issues, primarily focused on water and solid waste. Since leaving Puerto Rico, Derek has helped draft and lobby legislation under NH’s environmental laws, particularly related to water resource management. A bulk of his current legal practice is focused in litigation, land use and real estate law. In Portsmouth where Derek lives, he enjoys spending time with his wife, surfing and serving on the Zoning Board of Adjustment.

Dr. Nathan Torbick, Secretary

Nathan is a geoscientist at a local environmental technology firm with expertise in aquatic ecosystem assessment. Primarily, he creates monitoring tools to study the ecological health of watersheds and improve our understanding of stressor-response relationships between human activities and valued ecosystem attributes. Nathan has international publications on wetland invasive species, land-use change, and algal blooms among other topics. While he works around the world the Seacoast is his home.

William Downey, Treasurer

Bill Downey is a 20 year resident of Portsmouth, NH. He is owner of Portsmouth Kayak Adventures, a successful local business that does a lot of work supporting a variety of non-profit organizations. Bill is an active board member of the Friends of Tuckerman Ravine organization, NH Priorities organization and helps to coordinate and sponsor the Baniff Mountain film festival and Taste of the Nation. In his personal life, Bill is an outdoor recreational enthusiast and is politically active.

Norman Rice

Norman is a business executive who brings his knowledge and skills around launching programs, securing capital, messaging and communications to the NH Coast board. While he is in the technology business today, his background includes developing an education curriculum and writing a book on Industrial Ecology that won him the prestigious John C. Woodhouse Excellence Award in Environmental Engineering while a Graduate Student at Dartmouth College. Norman and his family are active members of the Seacoast community.

Dr. Robert Roseen

Dr Robert Roseen has been the Director of the UNH Stormwater Center since 2004. He is committed to advancing the practice of stormwater management to both provide for development while maintaining watershed health. He is a licensed professional engineer and Assistant Research Professor in the Department of Civil Engineering at the University of New Hampshire. Dr Roseen’s area of expertise is broadly in water resources engineering and stormwater management and design. He has been involved in implementation of numerous Low Impact Development stormwater management projects in the Seacoast. Dr. Roseen and his family live around and recreate in the waters of the Seacoast.

Dr. Josh Carroll

Dr. Joshua Carroll is an assistant professor in the Recreation Management and Policy department at the University of New Hampshire. He has an M.S. and a Ph.D. in Natural Resource and Recreation Management, both from Colorado State University. His current research applies various frameworks and methodologies to outdoor recreation and natural resources in order to achieve cohesive planning and management. Recent projects focus primarily on issues of federally-designated Wilderness and water-based recreation and marine reserves.

Joseph M. Persechino, P.E., LEED AP - Project Engineer

Mr. Persechino is a Project Engineer at Appledore Engineering, Inc., a division of Tighe & Bond.  He has designed many projects that have incorporated Low Impact Design (LID) stormwater practices throughout New England including industrial sites, shopping centers, office buildings, public school projects and track and field facilities.  Mr. Persechino is currently an active member on the Board of Directors for the USGBC-NH Chapter, an organization that supports the green building industry in New Hampshire.  Mr. Persechino also volunteers as a mentor for the Future City Competition, a program that allows middle school students to present their vision of the future.  Mr. Persechino is a licensed Professional Engineer and Subsurface Disposal System Designer in New Hampshire, is certified as a Professional in Erosion and Sediment Control, and holds a BS degree in Civil Engineering from the University of New Hampshire. He is also a recent graduate of Leadership Seacoast, class of 2010.
